1. Background/Introduction
The College Promenade BIA recently undertook a streetscaping project, and is currently working to maintain the quality of that project by implementing various programs designed to deter vandalism and to encourage community engagement. One such project is the flower & maintenance program. The BIA is currently requesting proposals for the 2021 calendar year.
2. Project Goals and Scope of Services
The goal of this project is to create flourishing green spaces, as well as maintain tree pits within the College Promenade BIA.
The BIA area is from Havelock to Shaw on College Street, and extends as far back as the first alley on all perpendicular streets.
Services to include:
Proposals will be accepted until Wednesday, February 17th, 2021, at 5:00PM. The awarded company will be notified no later than Monday, March 1, 2021, at 5:00PM. Work will commence in mid to late March or early April, 2021.
All companies are invited to visit our neighbourhood and forward any questions relevant to the RFP to [email protected] in order to better create an RFP.
4. Time and Place of Submission of Proposals
Proposals should be submitted in .pdf format to [email protected].
5. Timeline
Based on review of completed work and communication with the BIA board, the awarded company will hold the contract for the 2021 year.
6. Elements of Proposal
All proposals must include description of suggested plants and holiday elements but should highly consider:

Please separate the tree maintenance from proposals, as this is an optional service dependent on the City of Toronto’s Forestry Department policy changes.
All proposals will allow for a cancellation of tender with 30 (thirty) days notice.

Services to include:
- Maintenance and planting of 7 (seven) planters throughout the neighbourhood.
- Maintenance (and re-planting, if necessary) of 5 (five) parkettes, including pruning, throughout the neighbourhood.
- Maintenance of 65 (sixty five) tree pits throughout the neighbourhood.
- Maintenance includes clean up of litter, removal of weeds/dead foliage, and watering of parkettes & planters.
- The BIA is expecting no more than 3 (three) plantings of planters, and no more than 1 (one) of parkettes. The cost of a holiday display for the planters is also requested.

- seasonal plantings
- Maintenance schedule
